ICIC Feature in LTE

How could ICIC (Inter-cell Interference Co-ordination)feature be relied upon when half frame time is 5 mSec and delay over X2i interface is definitely more than that?
In most of real world networks, X2 interface is not the direct connection between 2 eNode-Bs. It involves multiple hops over microwave.
How could RBs be allocated dynamically in consultation with neighboring cells when eNode-B is scheduling users faster than it gets the feedback from neighboring Cells?
