query on the cell-selection from LTE to 3G N/W

Hi,
I am currently working on 3G FemtoCell. I know that LTEi doesn't support voice call as result when the voice call is made UEi would fall back to UMTS/CDMA network to handle the cs call.
I would like to know how this Cell-reselection happens to 3G?
In my test environment When LTE UE latched on LTE macro i made a voice call, my expectation was that UE would select the 3G femto for the voice call but instead choses the 3G Macro even though the signal quality of femto is good compared to 3G Macro.
Can some one please explain me why the UE is selecting 3G Macro and what basis ?

As it is Inter RATi PS
As it is Inter RATi PS handover and CS fallback, macro seems better choice 1) less provisioning/configuration impact at LTEi network for 3G cells 2) fallback is only for short period for voice only ..what if UEi moving ...3) PS HO from macro to 3G femto not supported ???
